1.                  Introduction

 

 

The Total Sanitation Campaign (TSC) was launched with effect from 1.4.1999 following a community led and people centered approach. TSC moves away from the principle of state-wise allocation to a “demand-driven” approach. The programme gives emphasis on Information, Education and Communication (IEC) for demand generation of sanitation facilities. It also lays emphasis on school sanitation and hygiene education for bringing about attitudinal and behavioral changes for relevant sanitation and hygiene practices from young age.  So far, 593 projects have been sanctioned and apart from this Rs. 10 lakhs grant have been given for 2 more districts. These projects are at various stages of implementation.

 

 

1.1 Background

 

Previously, the Mission monitored the progress of implementation in the various districts, manually. This method was time consuming and heavily reliant on the person dealing with data. These bottlenecks can be ironed out by the use of a computer based information system. For Successful implementation of any programme, robust monitoring system is required.  Therefore, WEB based technology enables easy data access and retrieval from any location on the globe, over the Internet. The present software has been developed with these goals. This document will serve as a user manual for the operational purpose of this software.

a.    Different Modules of Web-based Online Monitoring System for TSC

 

DDWS Officials will do data Entry in Modules Project & Release only where as data Districts PHEDs Officials/ State officials will do entry in Module Baseline. For security point of view, password for each district has been assigned & sent to the State Concerned Officers. All users can access module Report and their related modules.

 

 

 

2.        Operational Procedure

Presently TSC Projects have been implemented in 590 districts. Wherever the project   exists, a password has been assigned to the district, for using this software. At present, Passwords of all TSC Districts have already been sent to the State Secretaries.  District users are requested to collect their Password and can change it at any moment, if required / feel.

 

For using this application, first one is required to open Internet Explorer/Netscape browser and type in the address bar: http://ddws.nic.in and click on “Online Monitoring. The home page of software will appear as follows:

 

 

 

This home page contains various links related to TSC modules. User can go through these links to Entry/Update module, Reports, Queries, CCDU, and NGP etc. This Page contains links to DATA ENTRY Screens for Monthly Physical & Financial Progress, Project Approval and Release for the projects.

 But, User has to enter/update data in Monthly Physical & Financial entry modules for district or panchayats only by choosing option from Data Entry Menu. However reports and queries can be viewed by PHED’s Users.

 

 

 

2.1 DISTRICTWISE MPR ENTRY PROCEDURE

On clicking “Data Entry by district for physical & financial Report” option, User Login Page appears. User will have to select State and District and then enter their Password; initially it is same as district name in capital letter. The user can change this password whenever required.

 

 

 

On Submitting this forms, Following Data Management Menu Page appears.

 

 

 2.1.1 Entry/Update in Monthly Physical Progress

  On clicking this option, following entry form appears:

 

 Abbreviation:

IHHL = Individual Household Latrines                  SC = Scheduled Cast   

TSV = Total Sanitation Village                               BPL= Below Poverty line

RSM = Rural Sanitation Mart                                 APL=Above Poverty line

PC = Production Centers                                        ST = Scheduled Tribal

      SLWM=Solid Liquid waste Mgmt.

Validations:

  1. Reported month and year cannot be same or advanced than the current month and year.
  2. All the data entered will be cumulative only. That is Current reporting achievement figure of any component cannot be less than the last reported figure of respective component.
  3. Number of BPL-Total cannot be less than sum of BPL-SC, BPL-ST, BPL-Gen and BPL-PH.
  4. Number of APL Total should be equal to sum of no. of APL-Revolving Fund and APL-Others (Total APL- Revolving fund).
  5. Correction can be made in last reported record or MPR.

 

2.1.2          2.1.2          Entry/Update in Monthly Financial Progress

  On-clicking this Option, following entry form appears like:

 

This option is used for entering/updating details of financial progress as and when they have done.

Abbreviation:

CE = Center Expenditure                              SE = State Expenditure

BE = Beneficiary Expenditure                       PTA = Parent Teacher Association

IHHL = Individual Household Latrines        TSV = Total Sanitation Village

RSM = Rural Sanitation Mart                      SCW=Sanitation Complex for women

IEC = Information Education and Communication. PC=Production Centers

SLWM=Solid Liquid waste Mgmt.

Validations:

  1. Reported month and year cannot be same or advanced than the current month and year.
  2. All release and expenditure amount entered will be cumulative only. That is Current reporting release and expenditure amount of any component cannot be less than the last reported figure of respective component.
  3. Total expenditure amount of Center, State, and Beneficiary should not be more than Total release amount of Center, State, and Beneficiary respectively.
  4. Correction can be made in last reported record or MPR.

 

The above screen is used to entering the MPR data in Physical and Financial Progress. To enter or update MPR User will have to first select Year & Month in which they want to enter or update data. User can enter the cumulative figure only.  If User wants to update the data then they can only update the data for the latest month of MPR.

 

 

2.2     PANCHAYATWISE MPR ENTRY PROCEDURE

2.2.1 To enter in Panchayat level MPR, User has to follow following instructions

 

  1. Firstly go for website http://ddws.nic.in/and click on Online Monitoring menu item on left side of the home page then open the link of Total Sanitation Campaign.
  2. The Main Menu will appear in new window, which contains Data Entry, Reports, Query, CCDU Entry/Reports, User Manual, Contact For Technical Support and About TSC.

 

 

  1. Click on Data Entry menu item, User Login Page will appears. User will have to select State and District and then enter their Password (Password is same as the district level password which is already provided).

  1. After that, link Menus will appear for various entry modules. To enter Panchayat Level Data there are two links, first is Entry For Panchayat (Baseline Survey Data), which is one time master data entry for getting the status of the panchayat and second is Entry for Panchayat level MPR (Monthly Progress Report).

           

 

 

  1. A) Through link of Entry For Panchayat (Baseline Survey Data), User will enter the Baseline survey data for the panchayat such as household (total, SC & ST), BPL family data, and APL Family data, Government School, Aganwadi etc. This is one time data entry for the Panchayats level items.

After filling the data, click on submit button, which is at bottom of the screen, to save the data. In one screen only 20 panchayats will show, if you have more than 20 panchayats then use Next Page or Last page links.

 

B) Through link of Entry For Panchayat (Monthly Progress Report), User will enter the monthly progress report for panchayats for a particular month and year. At the time of entry of Panchayat Monthly Progress, User has to keep some basic thing in his mind like:

  • First time MPR will be entered for all the panchayats where some achievement has been made since inception of the project.
  • There after monthly progress will be reported from those panchayats where some achievement has been made in the reporting month.

 

 

 

 

After filling the data, click on submit button to save the data. In one screen only 20 panchayats will show, If you have more than 20 panchayats then use Next Page or Last page links.

Validations:

For Baseline

  1. Sum up the block wise total and make ensure that   Total no of households of the districts (APL+BPL) should not be exceed with 1.2*census2001 Total HH.
  2. Sum of SC and ST household cannot be more than Total household.
  3. Sum of BPL Both (with and without toilet) and APL Both (with and without toilet) family cannot be more than Total household.
  4. Panchayat-wise district total of BPL Family without toilet cannot be more than TSC district approved figure of BPL Family without toilet.
  5. Panchayat-wise district total of APL Family without toilet cannot be more than TSC district approved figure of APL Family without toilet.
  6. Panchayat-wise district total of School without toilet cannot be more than TSC district approved figure of School without toilet.
  7. Panchayat-wise district total of Anganwadi without toilet cannot be more than TSC district approved figure of Anganwadi without toilet.

 

 

  For MPR

 

1)  Reported month and year cannot be advanced than current month and year.

2)      All the data entered will be cumulative only.

3)      Before entering GP MPR you have to firstly fill the baseline data. You have to must fill total household figure in baseline.

4)       GP-wise achievement of a district cannot be more than district level achievement

(TSC and Non TSC). This is applicable to all the components.

5)      Correction can be made in last reported record. For example if GP1 has entered the MPR for the month of April, June, July month of 2008. Then correction can be made in July MPR. If users want to change in April figure then green color will appear with GP name this will mean that no correction can be done for this panchayats.

6)      BPL total cannot be less than sum of BPL-SC, BPL-ST, BPL-Gen and BPL-PH.

7)      APL total cannot be less than sum of APL-Revolving fund and APL-others (total APL- Revolving fund).

8)      Sum of BPL-HH and APL-HH should not be more than double of the Total HH (As per Census 2001).

9)      Current reporting achievement figure of any component cannot be less than the last reported figure of respective component.

10)  Before update or save the records of GPs, you have to check the corresponding checkboxes of those GPs whose records you want to save.

2.2.2        Change Password

  On clicking this option Change Password Page appears.

 

This function enables each individual District to maintain its own password. The Districts can change their passwords as and when required. The process is simple and easy. The old password is asked for, before effecting the change, in order to enhance the security.

After mouse over this option from menu list, it gives two submenu Complete Entry Status and Daily Monitoring of Entry status. These two gives State-wise entry status and there are links to see Panchayat-wise entry status or districts name which are entering the data.

After clicking this option from menu list, it gives State-wise or district-wise panchayat progress reports.

5.                Conclusion

 

The Web is the new paradigm for delivering applications because it is globally accessible, allows for centralized administration, immediate single point upgrades and delivers an application to multiple clients on several operating systems using the same code base.  These applications are relatively low cost and reside on the server making updates impulsive. Customized Web applications also require minimal user training, because these applications are easy to use.
